Material reading initial concepts of AI regulation discussions

This is a special contribution co-written by Haksoo Ko, Yong Lim, and Sangcheol Park in DAIG 2 issue. Published in 2021-09, this paper introduces the then-proposed European Union Artificial Intelligence Act and discusses response strategies. It provides research documentation of how AI regulation was conceptualized at the bill stage.

When reading, one must distinguish the proposals of 2021 year from the subsequently enacted laws. The value of this material lies in understanding the problems and institutional approaches at that time; to determine current legal obligations, one must separately check the official legislation effective at the relevant time.
